I guess when the coaches set up a program on the first few weeks they say for example do 3 sets of 8, basically you are leaving reps in reserve because you can’t really do 3 sets of 8 with a weight that is truly your 8 rep max. That way you focus on form and you are learning to master the movements and perform them as corectly as possible.
As for the time, I think it would be pretty similar because since you are not fatiguing yourself as much as if you would do a top set and back off set where you would go to failure, you wouldnt have as much fatigue during the 3 sets because you are not pushing till the end and that way maybe your rest times between sets can be shorter.
That’s my thought on this but let’s see what the coaches have to say
