I tried to research this so apologies in advance if this has been answered before.

With 0 RIR is your last rep a competed rep and you stop before you even try another, or are you failing attempting that rep for 0 RIR.

    Example: 0 RIR is either:

Getting 8 complete reps but know you can’t get 9 so stop
Or attempting to get 9 reps but fail to complete the rep.

So should you fail to complete the lift (with form) or stop at the last completed lift.

Same weight, same reps, just attempt of that 1 more rep that you fail on or not? Am I overthinking this?! Most likely.
