Whenever I train neck, even a simple 4 sets of 15-20 rep neck curl to the front laying down, with a 5 lb weight on forehead (slow and controlled), I get dull headaches for 1-2 days afterwards. Any input is appreciated.

Not many people directly train neck, not that it’s bad. I just assume you have a very specific reason. That’s important.
Maybe regress back to just discovering where your neck can circle, flex, and extend with no pain and no load. See how that serves. This may alleviate the headaches.

Try changing some things. Less sets. Less reps. Slower tempo. Train ever direction with relative “balance”. Start and finish with some controlled neck circles to make sure you’re training in ranges you can control. No idea if that will help, but to investigate, those are some decent places to start.
